Rapid City

Most requests come from Rapid City itself, where the median home was built in 1979 and more than half predate 1980. The city's housing has two big layers: 1950s homes from the Ellsworth and postwar boom, and 1970s homes from the rebuild after the 1972 flood. Rapid City licenses contractors at the city level, and Rapid City Building Services (605-394-4120) is the place installers check permit questions. Colonial Pine Hills, an unincorporated, mostly owner-occupied subdivision southwest of town, falls under Pennington County.

County notes

  • Pennington County covers Rapid City, Rapid Valley, Colonial Pine Hills, Hill City, Keystone and most of Box Elder. All of it sits in IECC Climate Zone 6A. In unincorporated areas, permits go through Pennington County Planning.
  • Meade County covers Black Hawk, Summerset, Piedmont, Sturgis and part of Box Elder. Meade's housing is newer overall (median year built 1990), but Sturgis is an exception.
  • Lawrence County covers Spearfish and the Northern Hills. Spearfish requires a city contractor license for work inside city limits.
  • Custer County covers Custer and Hermosa. The county's homes are newer overall (median 1994) and heavily owner-occupied, while the City of Custer's are much older.

Permit and license rules vary between cities and unincorporated areas, and Rapid City Window Pros does not verify them. Same-size replacements often don't need a permit; egress windows and enlarged openings do. Your installer should confirm with the right city or county office before work starts.
